The Zoning Manager is responsible for managing the entire zoning process on multiple telecom sites, determining whether zoning codes adversely affect a selected site, determining whether to pursue zoning approval, preparing and files zoning applications and making zoning application presentations to local zoning boards and authorities.
Duties
Essential Job Functions
· Analyze local zoning ordinances and interface with city/county planners toward making zoning/design recommendations on individual wireless facilities.
· Review zoning drawings prior to submittal for compliance with public agencies and client requirements.
· Primarily responsible for site design based on zoning ordinances and discussions with planning.
· Conduct due diligence with local jurisdictions and necessary community outreach prior to submitting site candidate information packages.
· Direct A&E on where and what the design setbacks and heights should be.
· Team player to coordinate and work with other disciplines (internally and externally) and taking the lead when required (For example: coordinating, leading site walks, plan review, etc.)
· Primarily responsible for site design based on zoning ordinances and discussions with planning.
· Maintain a personal site tracker with real-time status updates on Excel.
· Update real-time internal and external data bases
· Work diligently to forecast accurately and meet forecasted milestones with continuous follow-up and communication of site delays.
· Prepare land use entitlement applications, including all city submittal requirements.
· Submit zoning applications to jurisdictions according to projected forecast dates
· Must be able to read, review, interpret and redline surveys, zoning and construction drawings.
· Attend client meetings or deployment calls as required
· Must be able to climb ladders and get on rooftops
· Provide real-time site updates to management upon request.
· Present application to zoning boards, planning commissions, city councils, and county boards of supervisors, often outside standard business hours, as needed.
· Review existing approvals on the property to determine necessary restrictions or process reviews required by the jurisdiction.
· Work with 3rd party vendors ordering such items as radius maps, noise studies, propagation maps, photosims, EME studies, bio or archeology studies, etc.
· Work closely with Leasing Manager counterpart, Project Manager, RF, Construction and A&E to provide planning expertise and communicate all design changes with all parties throughout all aspects of project.
· Analyze surrounding built environment, vegetation and topography to further determine site design.
· Represent clients by negotiating in client’s best interest with jurisdiction
· Understand and be cognizant of client’s construction costs when designing sites
· Constant follow up with planners via phone, email and in person in order to provide real time site updates, accurate forecasting and communication of site delays.
· Responsible for preparing any necessary documents for signature after planning approval
· Obtain staff reports and draft Conditions of Approvals in advance of discretionary hearings.
· Review and draft conditions in a quick/timely manner and negotiate as necessary.
· Obtain approval from necessary parties such as client, landlord and A&E prior to hearing.
· Obtain client signature on COAs and complete required city processes (ie recordation) and final sign off.
· Clear all site acq conditions of approval in preparation for building permit RTI.
· Prepare client close out documents for zoning close out package.
· Required to work in the office when not in the field.
· Provide back-up to your leasing counter-part
· Travel as required.
Qualifications
Required Qualifications
· A 4-year degree or equivalent experience, preferably in Urban Planning
· Previous work experience at a local jurisdiction is preferred
· Must understand architectural plans and be able to thoroughly review and redline.
· Flexibility to work on multiple projects and/or with multiple clients simultaneously.
· Strong knowledge of Excel
· Team player
· Ability to work in a fast-paced environment
· Able to keep up with changing priorities
· Experience processing wireless land use applications while working at a city or county
· Ability to provide quality audits for project and site specific documentation
· Ability to read and comprehend legal documents such as legal descriptions, surveys, architecture drawings, zoning codes, specific plans, etc.
· Must be highly organized
· Must be able to drive long distances and sit in an automobile for long periods of time
· Effective verbal and written communication skills
· Strong knowledge of Excel
· Able to perform duties within tight time constraints and handle large volume of work
· Reliable transportation is required and employees must maintain a valid driver’s license. Employees are reimbursed according to applicable IRS regulations when using their personal vehicle on job related assignments.
· Must have and maintain a current driver’s license and have a clear driving record
· Ability to lift twenty-five (25) pounds
